An information processing device that processes information about first and second vehicles includes: an incident information obtaining unit (11) that obtains incident information about a record of an incident that occurred in a vehicle; a vehicle information obtaining unit (12) that obtains second vehicle information about a state of a second vehicle via communication with the second vehicle; a storage (13) that stores the incident information and the second vehicle information; a risk determination unit (14) that determines a risk level of a vehicle function of the second vehicle based on a degree of matching between the incident information and the second vehicle information; a risk countermeasure command generator (16) that generates a function restriction command for restricting a vehicle function of the first vehicle corresponding to the vehicle function of the second vehicle when the risk level is higher than a first criterion; and a command output unit (17) that outputs the function restriction command.
