Provided are a heating blade unit which has a high temperature resistance, a treatment tool, and a method for manufacturing a heating blade. This heating blade unit comprises: an electrothermal heater; a blade which includes a treatment surface for treating body tissue, an installment surface which is provided on a side opposite the treatment surface and on which the electrothermal heater is installed, and a support surface which is stepped with respect to the installment surface and is provided in a position different from the installment surface; and a cover part which is made of a thermosetting resin, and integrally covers the electrothermal heater and the installment surface, the support surface, and a stepped surface between the installment surface and the support surface of the blade.
