To reliably create a division plan even when the number of steel materials to be divided is large.SOLUTION: A steel material division planning device 100 sets a threshold TH and a virtual optimal value Jfor a column duality gap z[j], and extracts as an optimal column candidate group Ca column j (realizable pile m), for which the column duality gap z[j] is equal to or smaller than the threshold TH, from among columns j (realizable pile m). The optimal column candidate group Cis used to obtain an optimal value J(TH)of a partial problem P(TH). The threshold TH and the virtual optimal value Jare incremented until the obtained optimal value J(TH)becomes equal to or smaller than the virtual optimal value J.
