Provided are an elevator billing system, a management server, a mobile unit, a mobile unit server, a billing method, a billing program, a usage program, and a usage request data structure with which it is possible to impose usage fees that reflect the demand for usage by the mobile unit. A billing system (1) is equipped with cars (5) capable of transporting mobile units (11) between a plurality of floors, and a management server (4). The management server (4) is equipped with a communication unit (7a), an allocation unit (8), and a storage unit (9a). The communication unit (7a) receives one or more usage requests corresponding to one of the plurality of mobile units (11). The usage requests include information related to the call requesting allocation to one of the cars (5). The usage requests include information related to the desired amount of usage fee. The allocation unit (8) prioritizes the call of the usage request with a high priority based on the information including the desired amount, and allocates the call to one of the cars (5). The storage unit (9a) stores the usage fee imposed on the usage request for which the allocation unit (8) has allocated the call.
