Provided herein is the production of vascular or angiogenic cells from placental perfusate. Also provided herein is placental perfusate, placental perfusate cells, or placental or non-placental hematopoietic stem cells or adherent placental stem cells and placental perfusate or placental perfusate to an individual suffering from cardiac or vascular insufficiency, disease, disease or condition. A method of treating a subject suffering from cardiac or vascular insufficiency, disease, disease or condition comprising administering a combination with a humoral cell is provided.
