The present invention provides a chatbot which can seamlessly acquire, from an external system and in response to a user's input during a chat session, information required for an appropriate chat scenario for responding to the user, and which can dynamically generate a chat scenario. For this purpose, the chatbot control device according to the present invention comprises: an external data acquisition unit which acquires chat scenario creation data from a prescribed external system in a chat session between a user and a chatbot on the basis of a first input from the user, said chat scenario creation data being for generating a chat scenario; a scenario generation unit which generates a first chat scenario on the basis of the chat scenario creation data using a prescribed scenarization logic that defines a chat scenario generation pattern, said first chat scenario specifying the transition of the dialog between the user and the chatbot; and a scenario execution unit which executes the first chat scenario in the chat session.
