To provide a method and an apparatus, for generating a flight limit zone with a different height.SOLUTION: An aviation control machine 320 of an unmanned aerial vehicle 300, comprises: an external positioning unit 345 such as a GPS; and one or a plurality of processors that receives a signal from the external positioning unit, obtains data relating to a position from a locator 340 determining a position of an aerial vehicle, such as latitude, longitude, and altitude, selects a flight limit region of the circumference of the position, and is individually or collectively structured to its radial direction and so as to generate the flight limit zone extended vertically to an upper direction in a certain altitude. The altitude is increased to a predetermined threshold altitude as increase of a distance from a borderline.SELECTED DRAWING: Figure 10
