Disclosed in the present specification are: a wire rod and a component, for cold forging, each of which has excellent delayed fracture resistance characteristics and is capable of being applied to high-strength bolts and the like; and manufacturing methods therefor. According to an embodiment of the disclosed heat-treated component having excellent delayed fracture resistance characteristics, the component comprises, in wt%: 0.3 to 0.5% of C, 0.01 to 0.3% of Si, 0.3 to 1.0% of Mn, at least two types from the group consisting of 0.3 to 1.5% of Cr, 0.3 to 1.5% of Mo, and 0.01 to 0.4% of V, and the balance being Fe and other impurities, comprises as a microstructure a tempered martensite phase in an area fraction of 95% or more, and comprises V-based carbides having a diameter of 300 nm or less at 10/100㎛ 2 or more.
