PROBLEM TO BE SOLVED: To provide a flame-retardant rubber composition which is excellent in rubber physical properties such as tensile strength and breaking elongation and durability and in flame retardancy, and to provide an outer hood for railway vehicle using the flame-retardant rubber composition.SOLUTION: A flame-retardant rubber composition contains the following (A) to (D) components, and has a content ratio of the component (C) with respect to 100 pts.wt. of the total content of the component (A) and the component (B) of 100-350 pts.wt. An outer food for railway vehicle is formed of a crosslinked body of the flame-retardant rubber composition. The component (A) is an olefinic rubber. The component (B) is acid-modified polyolefin. The component (C) is metal hydroxide. The component (D) is a crosslinking agent of the component (A).SELECTED DRAWING: None
