The present disclosure relates to a cluster resource control method and apparatus, and a cloud computing system, relating to the technical field of computers. The method comprises: when resources to be controlled are resources to be expanded, determining a binding relationship between the resources to be expanded and an application; adding the resources to be expanded after initialisation to the resource pool of the corresponding application having a binding relationship with same; on the basis of the deployment type of the application to be processed, generating data packets to be executed of the application to be processed; and deploying the data packets to be executed on the resources to be expanded in the resource pool of the application to be processed for execution.
