PROBLEM TO BE SOLVED: To relatively reduce restrictions on the form of a flat wire that can be formed. SOLUTION: This is a flat wire forming apparatus (611, 621, 612, 622) for bending and molding a flat wire (10) having a rectangular cross section into a predetermined shape, and two opposing surfaces of the flat wire are formed from both sides. It has two molding members (6111, 6112; 6211, 6212; 6121, 6122; 6221, 6222) that can be sandwiched and extend parallel to each other, and the two molding members are flat wires. A flat angle that can selectively realize a molding operation in which one rotates with the other as the center of rotation and a molding operation in which the other rotates with one as the center of rotation while sandwiching the two opposite surfaces from both sides.
