The present application discloses a cloud data platform for power demand response resource census, a handheld client, a web server and method, and a storage medium , wherein the cloud data platform comprises: an aggregation analysis module, which is configured to determine a response capability of at least one electrical device associated with the power user according to the acquired power utilization device information by combining the response capability determination formula matching the power utilization device information, and make a demand response DR potential report to feedback to the handheld client based on the response capability of the at least one power utilization device; and a DR contract sending module, which is configured to send a corresponding DR contract template to the handheld client according to a received DR contract signing request.
