The present invention relates to an apparatus and a method for evaluating the toxicity of paralytic shellfish using the behavioral reaction of medium-sized zooplankton, and a sample producing medium-sized zooplankton and paralytic shellfish in a measuring container for toxicity evaluation together with seawater. After the injection, the swimming behavior of medium-sized zooplankton was photographed for a certain period of time, and then the toxicity of paralytic shellfish was evaluated by analyzing the swimming behavior of the photographed medium-sized zooplankton. At this time, the sample for producing the paralytic shellfish may include a flatiae, and the medium-sized zooplankton may include Tigriopus japonicus. Accordingly, it is possible to easily and accurately evaluate the toxicity of paralytic shellfish without causing problems such as low sensitivity, animal ethics, and radioisotope use. In the present invention, since the swimming behavior of medium-sized zooplankton is tracked and its characteristics are visualized, it can be used for evaluating ecological toxicity according to exposure to various stress-causing substances such as poisons.
