Methods, systems, and devices for implementing unitary quantum gates for one or more qubits. In one aspect, the method comprises designing a control pulse for a unitary quantum gate. The action of designing a control pulse includes the action of defining a universal quantum control cost function. The control cost function includes a qubit leak penalty term that represents i) a coherent qubit leak and ii) an incoherent qubit leak over all frequency components during the time-dependent Hamiltonian evolution that realizes a unitary qubit gate. The operation of designing the control pulse further includes the operation of adjusting the parameters of the time-dependent Hamiltonian evolution according to the control cost function to change the control cost so that the leak error is reduced. The method further includes an operation of generating a control pulse using the adjusted parameters and an operation of applying a control pulse to one or more qubits to realize a unitary quantum gate.
