The present invention relates to a solar panel cable holder, a guard rail structure using the same, and a construction method thereof. To this end, the cable holder for a photovoltaic panel of the present invention relates to a holder coupled to a plurality of posts of a guardrail structure in order to install a photovoltaic panel, wherein the holder has a bracket coupled to a pair of posts disposed adjacent to each other. And, a plurality of cables are mounted side by side along the longitudinal direction of the guard rail on the upper part of the bracket, and the cable is provided with a plurality of panel clips for fixing the solar panel. Accordingly, the solar panel can be used in combination with the guardrail structure to be installed as well as the guardrail structure already installed, and since the installation of the solar panel can be used together with construction, there is an advantage that economical and efficient use of land is possible.
