PROBLEM TO BE SOLVED: To provide a technique capable of determining the extraction order of slabs in a steel rolling process without the need for setting restrictions by humans. SOLUTION: The rolling plan support device of the embodiment is composed of a processing order of the metal material determined when rolling a plurality of metal materials and information on the properties of the metal material correlating with the processing order. A learning unit that learns the correlation between the properties and the processing order by a machine learning method based on actual data showing past results, and stratified by classifying the plurality of metal materials under predetermined conditions related to the properties. Based on the learning unit that learns the correlation for each, the learning data that shows the learning result of the correlation, and the processing target data that shows the properties of the metal material to be the target of the future rolling process, the said in the future rolling process.
