To efficiently design an optimum network configuration in calculation of an optimization problem.SOLUTION: A network design device, a network design method, and a network design processing program design a network configuration for a network in which a transfer device is arranged in each of plural communication bases and in which the communication bases are connected via a link by a link part device within the transfer device. In the design of the network configuration, a maximum total capacity of the link part device is calculated, and a combination candidate aggregation is calculated which is constituted only by a combination candidate having a total capacity equal to or less than the maximum total capacity.SELECTED DRAWING: Figure 3
