The present invention provides: a rubber composition for a tire tread for winter which is excellent in wet performance and performance on icy and snowy roads when used in a tire; and a pneumatic tire for winter including the rubber composition. The present invention relates to a rubber composition for a tire tread for winter, containing: a conjugated diene rubber containing 30 mass% or greater of a specific conjugated diene rubber; a plasticizer containing a specific plasticizer; silica; and a silane coupling agent, a content of the specific plasticizer being 5 parts by mass or greater per 100 parts by mass of the conjugated diene rubber; a content of the silica being 30 parts by mass or greater per 100 parts by mass of the conjugated diene rubber; a content of the silane coupling agent being from 3 to 30 mass% with respect to the content of the silica; the specific plasticizer being a plasticizer having a glass transition temperature of -50°C or lower; and an average glass transition temperature of the conjugated diene rubber and the plasticizer being lower than -50°C.
