PROBLEM TO BE SOLVED: To enable each flying drone to take a uniform and reliable emergency response both in autonomous navigation and remote control operation.SOLUTION: A state or the like notification signal including state information indicating a state of a drone, which is a signal from the drone or an unmanned aircraft, is received through a communication I/F 101. Upon receipt of the state or the like notification signal through the communication I/F 101, a state discrimination part 112 discriminates whether or not the state of the drone is an emergency based on the state information included in the state or the like notification signal. When the state discrimination part 112 discriminates that the state of the drone is the emergency, an emergency response instruction formation part 113 forms response instruction information to the drone, and the communication I/F 101 transmits the response instruction information formed by the emergency response instruction formation part 113.SELECTED DRAWING: Figure 33
