PROBLEM TO BE SOLVED: To lay a plastic bag in a banju in a state where foreign matter is hard to enter. SOLUTION: A bag holding member that holds a plastic bag in an open state on a weight, a pressing member that moves up and down with respect to the weight, and a pair of mouth pulling members that face each other and approach and separate from each other. The selvage erecting member that moves up and down along the first side and the second side parallel to the first side of the selvage, and the selvage that enters the inside from the outside of the first and second sides of the selvage and folds the selvage inside. The pressing member inserts the plastic bag having the selvage pushing member and held by the bag holding member into the selvage, the mouth pulling member enters the plastic bag, and the plastic along the first side and the second side. The mouth of the bag is pulled to the outside of the selvage, and the bag holding member releases the plastic bag to form the selvage, and the selvage erecting member moves into the selvage along the first and second sides of the selvage.
