This roll status monitoring device is provided with: a rolling load detecting means configured to detect the rolling load of a roll being monitored, selected from among an upper roll set and a lower roll set, when rolling stock is being rolled between the upper roll set and the lower roll set; a load fluctuation value extracting means configured to extract a rolling load fluctuation value based on the rolling load at each rotational position of the roll being monitored; and an identifying means configured to obtain a plurality of cumulative values by accumulating, for each of the plurality of rotational positions of the roll being monitored, one value from among the rolling load fluctuation value and a roll-gap equivalent value calculated on the basis of the rolling load fluctuation value, and to identify an amount of roll eccentricity of the roll being monitored, by dividing each of the plurality of cumulative values by a correction factor corresponding to a roll rotation number, which is the number of times the roll being monitored rotated during the accumulation period of the plurality of cumulative values.
