Anti-fouling agents for marine paints are prepared by coating water-insoluble liquid- or solid-phase chemicals with a fine polymeric film of coacervate, which is crosslinked with gelatine type A and Arabian rubber. The manufacturing process includes mixing and agitating 0.9-1.1 wt.% gelatine type A, 0.9-1.1 wt.% Arabian rubber, and 45-47 wt.% water (pref. distilled water) at 55-60≦̸C, until a colloid solution is obtained. In the case of coating liquid chemicals, they are dispersed with an emulsifying agent and water, then mixed with the above colloid solution with slow agitation, and finally cooled to room temp. during which time dispersed chemicals are coated with complex coacervate.
