PURPOSE:To obtain an anchor having expanded diameter part by preventing the dispersion of grout into soil by using a seamless packer expandible into a cylindrical form. CONSTITUTION:A pit is excavated in soft ground by boring, and an expandible cylindrical packer 20 attached with a grout injection pipe 141 and a tension member 121 is penetrated into the pit. Cement mortar or milk is injected through the pipe 141 under a pressure to expand the packer 20 and then hardened. Since the grout G is housed in the packer 20, the grout G can be effectively utilized without dispersion into the ground and a bearing type anchor A having an expanded diameter part of a great expansion ratio can be easily and exactly formed.
