PURPOSE:To enable an actuator positioned at a section on ground, to be handled regardless of contact with a charged section, by dividing the component of a manipulator electrically with an electrically insulated section. CONSTITUTION:The electrically insulated oil-pressure circuit 4 of a driving actuator positioned on the tip side in front of the electrically insulated section 18 of the component of a manipulator 3 is extended to an on-ground section via piping insulating sections 25. So far as the driving actuator and a sensor actuator 26 are concerned, by changing the operation of a change-over valve 28 and a port, the feeding state of pressure oil is regulated, and the selection of forward rotation, stopping, and reverse rotation can be performed. Besides, with the electrically insulated section 18 of the component of the manipulator 3 and the piping insulating section 25 of the electrically insulated oil-pressure circuit 4, the charged section and the on-ground section are perfectly insulated from each other, and so the device is easily handled.
