PURPOSE: To provide a double conical binding body remarkably stable in carrying by winding a spoolless binding body round a layer inclined to the vertical axis of a conical winding spool in manufacturing the spoolless binding body from a strand-like product. CONSTITUTION: A winding tool has a proper winding core 1, this winding core 1 is formed in a tapered shape, and has a conical angle shown by a sign 2. The winding tool has flanges 3, 4, and is vertically arranged to the vertical axis 5. The flange 4 can be removed, and the winding tool can be removed from a completed binding body. Winding of a wire rod is started in the winding spool part having a small diameter. The wire rod 12 is guided through the flange 4, and next, the winding is started by a wire rod winding strip 20. The winding is performed by a vertically moving winding roller 21, and this roller 21 supplies a wire rod 13 to a spool. The winding of parallel layers is continued up to reaching the outside edge part of the flange 4.
