PURPOSE:To obtain a plant growth regulator capable of exhibiting excellent growth regulating effects on plants, comprising a specific N-acyllactam compound as an active ingredient. CONSTITUTION:A plant growth regulator comprising an N-acyllactam compound shown by the formula (n is 0-3) such as 1-(2-phenyl-2-hydroxylethanoyl-2- piperidone (n=0) as an active ingredient. The compound shown by the formula wherein n=0 is obtained by reacting benzoylformic acid with oxazolyl chloride in a mixed solvent of dried tetrahydrofuran and dried benzene, then with N- trimethylsilyl-2-piperidone dissolved in dried tetrahydrofuran and reacting the prepared compound in ethyl acetate in the presence of Pd-barium sulfate in H2 gas flow at room temperature. Preferably an aqueous solution having =1mg/l is applied when growth is aimed and one having =100mg/l is used when retardation is required.
