PURPOSE:To prevent the clogging of the piping and blasting port of an incineration furnace with deposited waste liquid and to prevent the generation of harmful gas and the corrosion of the furnace by dispersing a resin varnish-containing waste liquid into a fuel oil in the form of microcapsules and burning the fuel. CONSTITUTION:A waste liquid containing resin varnish is dispersed in a fuel oil together with a compound A soluble in the waste liquid and having plural functional groups such as amino group and imino group in the molecule. The dispersion is incorporated with a compound B having plural isocyanate groups, epoxy groups, chloroformyl groups, etc., in the molecule and reactive with the functional groups of the compound A to form a polymer film. Microcapsules containing the varnish-containing waste liquid as the core substance are formed in the fuel oil by this process and the dispersion is subjected to incineration.
