PURPOSE:To automatically infer an elevation angle bias for a laser radar mounted on a tracking satellite without using other equipment and arbitrarily set inferred transient response and steady-state property with ground commands. CONSTITUTION:A value which is obtained by multiplying a difference between a relative distance measured value Pm of a tracking satellite 5 to a target satellite 6 and its inferred value P by a constant gain k51 is added to a value which is obtained by multiplying a difference between an elevation angle measured value ELm and a value which is obtained by adding an elevation angle bias inferred value ELb to an elevation angle inferred value EL by a constant gain k52, and then input to an integrator 2. The output of the integrator 2 is defined as the elevation angle bias inferred value ELb to infer an elevation angle bias value for a laser radar 1.
