Non destructive process, suitable for making industrial special, toxic and harmful refuse permanently innocuous and inert, both by organic and inorganic means, using conglomeration and holding it in cement mortar that has to be separated, through reinforced cement prefabricated buildings, to enable more varied use. The prefabricated building is in a workmanlike fashion that suits the area, with sufficient size and shape to allow them to be used in various engineering works, for example breakwater piers, under floors for airport and motorway tarmac, dams, breakwater barriers, marine barriers for fishing repopulation, protective barriers against abusive use of train networks, traffic island road barriers, stream dams, road containers and stockades, pilings, scrap-yard, marsh and quarry land reclamation, shed wall or enclosure modules etc. Without this the simple container that can be set down in any location, open roofed, without any danger of pollution or foul-smelling emissions, or aesthetic damage, and with zero environmental damage.
