System for controlled percutaneous delivery, containing active substances endowed with physiological activity. More particularly, ionisable functionalised dense macromolecular membranes capable of retaining active substances which have a charge opposite to that of the ionic sites carried by the macromolecular lattice. Also, a process for obtaining such macromolecular membranes binding an active substance whose mass is not more than 5000 daltons. The membranes thus filled are employed as an effective method of delivery of therapeutic, cosmetic, dietetic or hygienic active substances.
