PURPOSE:To continue stable cutting open operation by cutting open a sack with a rotary cutter as a cutter holder is made a guide, which follows along the shape of the sack body under the action of a specific push pressure. CONSTITUTION:A piston rod 30 is retreated by introducing compressed air in the retreat side gas chamber of an air cylinder device 29 and thereby causes clockwise rotation movement on a second branch member 27b through clockwise rotation of a first branch member 27a of a fluctuating lever 27. As the result, the push pressure of a cutter support arm 4 by a rod 31 is released, a rotary cutter 6 is loaded on an endless carrier belt and pushed on the upper face of a sack body. In this condition a motor 21 is driven and the rotary driving force of the motor 21 is transmitted on the cutter mounted on the edge of the respective arms 4. The cutter body made of a hardened chip by the rotation of the cutter 6 cuts open the sack body which houses radioactive waste at specific width intervals. The sack is cut open in subsequent processes.
