PURPOSE:To predict movement of precipitation in a narrow observation scope instantly, automatically, and with shot periods without use of any super-high speed computer. CONSTITUTION:A precipitation movement predicting device includes a two-dimensional correlation coefficient calculating means 9 and an optimum movement vector calculating means 11, wherein the former calculates the coefficient of correlation in each precipitation moving direction by comparing the precipitation amount data with different measuring times on the basis of the precipitation amount data on a two-dimensional plate for each specified period of time to be measured by a radar precipitation a amount observing device, while the latter 11 calculates the optimum movement vector direction by extracting that of the correlation coefficients which exhibits the highest degree of agreement. The arrangement further equipped with a precipitation movement continuous vector calculating means 12 which calculates how the precipitation has moved up on the time series-basis as a continuous vector on the basis of the obtained optimum movement vector direction, a future precipitation movement predicting means 13 which predicts future movement of precipitation on the basis of the obtained continuous vector, and a movement vector direction narrowing-down means 14 which narrows down a possible movement vector direction at the time of calculation of the two-dimensional correlation coefficient on the basis of the obtained continuous vector.
