PURPOSE: To obtain a water-permeable flat plate and a drainable flat plate excellent in the beauties of them, having high versatility and a simplified manufacturing method reduce a construction period for brainable pavement and simplify the execution. ;CONSTITUTION: A water permeable flat plate 1 formed of a water permeable material consisting of binder and aggregate 10 and having vacant paces 16 is obtained. A different kind of water-permeable material or non-water permeable material such as cement concrete is poured into a mold, and when the surface thereof is in a half-dried state, the water-permeable flat plate 1 is made to push and adhere, and after that, it is dried and solidified to manufacture the water-permeable flat plate or a drainable flat plate.
