CONSTITUTION:A basic material for growing plants like vegetable seeds or fertilizer and a purifying agent for water quality are contained as a filling material 5 in a bag-form mat 3. A plurality of sodding mats 1 in which a float 6 is attached to a bag-form mat 3, are laid down on a slope 13, where plants do not readily grow, of the waterfront of a river or a lake so that a part thereof floats on the water surface 15a.
