PURPOSE: To obtain electric power generation by the buoyancy of water and the ebb-flow change of the tide by making a container, floating on the water surface, rise in association with the rise of water level, interlocking numerous pulley groups or the like different in size making use of the buoyancy, and making the rotating speed of a shaft high so as to rotate a generator. ;CONSTITUTION: A lightweight container A is made float on the water surface, and the other end of a wire rope with one end thereof connected to the container A is wound around a pulley C1 through a pulley B installed on the water floor face. The container A rises in association with the rise of the water level, and the pulley C1 is rotated being pulled through the wire rope wound around the pulley B. Pulley groups C1-C2-E1-E2, n, each pair of which is mutually different in size and fixed to each other on a shaft, are interlockingly rotated in succession through belts. The rotating speed of the respective pulley groups C1-C2-E1-E2, n is thereby made faster toward the rear, so that the shaft G is rotated to actuate a generator F.
