PURPOSE:To effectively utilize the dynamic range of a transmission line and to prevent malfunction on a reception side. CONSTITUTION:Input video signals aa are supplied through a time direction emphasis means 1 for level-emphasizing high frequency components in a time direction relatively compared with low frequency components first, then a vertical direction emphasis means 2 and a horizontal direction emphasis means 3 to the transmission line 4. Then, reception video signals supplied from the transmission line 4 are passed through a horizontal direction de-emphasis means 5 for level-attenuating the high frequency components in a horizontal direction relatively compared with the low frequency components and a vertical direction de-emphasis means 6 and output video signals bb are outputted from a time direction de-emphasis means 7.
