The apparatus of the present invention converts the flammable liquid fuel into converted fuel having a small amount of steam and a large amount of fine fuel particles, and converts the converted fuel into air to further evaporate the converted fuel. The vacuum chamber 22 has a cylindrical housing wall 16 having at least one fuel inlet 28 and a fuel outlet 86 at a position away from the inlet 28. An eccentrically placed cylindrical rota 34 is rotatably mounted in the housing wall 16 and has one or more radial slots into which rectangular vanes 76 are operatively inserted. Conversion fuel and air from the outlet 86 are supplied to the large mixing chamber so that the air is completely mixed with the conversion fuel. The electronic fuel regulation control module (EFM) sends an output signal to the fuel metering supply device to control the flow of fuel in the converter 10. The electronic fuel injector control device has a rotatable shaft 104 which provides a first periodic signal pulse responsive to the rotational position. Detector 116 provides a second periodic signal pulse responsive to the desired rotational position of engine crankshaft 112. The electric motor 66 connected to the rotatable shaft 104 provides a shutoff signal to the engine sensor electronics 120 to cut off the signal pulse from the fuel conversion signal device during operation so that the fuel injector 28 causes the crankshaft pulse.
