PURPOSE:To improve coding efficiency without transmitting side information to cause respective quantizers to be enable by judging encoding information from a preceding stage based on a prescribed threshold and providing a judging circuit to cause the correspondent quantizer to be operated/not-operated in correspondence to the respective quantizers after the second stage. CONSTITUTION:To a gain/shape vector quantizing system, quantizers A1-An are connected in multi-stage to obtain the error signal of the preceding step as an input and to include a gain shape quantizer in a first stage. Then, the respective encoding information are transmitted to a receiving side. The encoding information from the preceding step of this system are judged based on the prescribed threshold and judging devices J1-Jn are provided to cause the correspondent quantizers A1-An to be operated/not-operated in correspondence to the quantizers A2-An after a second stage. The quantizers A1-An of this system are vector quantizers and they have a code to be arranged in correspondence to a correlative value between picture elements with a code book. The judging devices J2-Jn judge index information as the encoding information of the preceding step based on the prescribed threshold.
