PURPOSE: To prevent a carbon trumpet phenomenon and the deterioration of heat-insulating performance when a spring-water treating panel is applied to a heat storage tank by giving spring-water treating capacity to at least the inwall surface and base of a structure, in which there is a possibility of the generation of spring water. CONSTITUTION: A spring-water treating panel is mounted on at least the inwall surface and base of a structure, in which there is a possibility of spring water such as groundwater, sea water, etc., and a plurality of projections 2 are formed on the inwall surface 20 side and base 21 side of the structure of a tabular panel body 1. Clearances 3 among the projections 2 interposed among the panel body 1 and the inwall surface 20 and base 21 of the structure are formed in spring water paths.
