PROBLEM TO BE SOLVED: To quickly and rationally settle a link between a host device and its follower device and also to smoothly share the transmission of data by controlling the detection of the link settlement and the transmission of data via the optical transmitters according to notification of the monitoring result and control on detection of link settlement. SOLUTION: A monitoring circuit 19 outputs the link settlement notification signals LX to a host device 3 and its follower device 4 when the link settlement signals L1 and L2 are detected from the optical transmitters 1 and 2 respectively. Both devices 3 and 4 output the link detection control signals to the link detection circuits 9 and 16 to control the detection of the link settlement and also to control the transmission of data via the transmitters 1 and 2 according to input of the signal LX. The circuits 9 and 16 output the signals L1 and L2 after the first link settlement by the link detection control signals and regardless of an optical detection signal R1, a synchronous settlement signal C1, an optical detection signal R2 and a synchronous settlement signal C2, respectively.
