PROBLEM TO BE SOLVED: To provide a sufficient waterproof by blending the aggregate, the cement group inorganic bonding agent for bonding this aggregate to each other and the organic bonding agent made of the high molecular material of resin and rubber so as to form cladding material. ;SOLUTION: A cladding material 1 is formed of the aggregate 8 made of quartz sand, which is mainly composed of silicon dioxide, stone powder, which is composed mainly of calcium carbonate, slag and light aggregate and the bonding agent 3 for bonding this aggregate 8 to each other. At least one kind, which is selected among the aggregate 8, is blended at 50% by weight or more in relation to the weight of the cladding material 1, and the organic bonding agent such as the aqueous high molecular material of resin and rubber is blended at 10% by weight or more in relation to the weight of the cladding material 1. Hard grains 3 at 0.5μm-5μm is blended as the adhesion reinforcement at 3-15% by weight, and when the compressing force F is applied to the cladding material 1, the bonding agent 3 is deformed so that the aggregate 8 come close to each other.
