PROBLEM TO BE SOLVED: To perfectly remove all of impurities from a liquid by flying one of pair electrons of non-magnetic suspended matter in a liquid to magnetically flocculate the same as non-pair electrons along with magnetic suspended matter to magnetically attract the same to a magnet and peeling the magnetic flocs bonded to the surface of the magnet. SOLUTION: The discharge processing waste soln. flowing into a magnetic flocculation treatment tank 1 flows in the gap between a plurality of the magnets 4 opposed to two rotary plates 3a, 3b in a counterclock wise direction at an interval of 3-200mm at flow velocity of 0.01-0.1m so that the contact time with the magnets becomes 0.05-60min. In a magnetic field 6 where strong magnetic flux density of 4,000 Gauss or more is formed, non-magnetic suspended matter in the waste soln. becomes non-pair electrons, that is, magnetic matter to be magnetically flocculated along with magnetic suspended matter to be magnetically adsorbed on the surface of the bonding plate 6 of the magnets 4 as magnetic flocs.
