PROBLEM TO BE SOLVED: To fulfill a wave extinguishing function, and effectively use it as a rocky fish gathering place under water by forming an ore carrying waste belt in an almost bottom opened inverted-V letter cylinder shape, and arranging a large number of water passing holes in a side wall. SOLUTION: A thick sheet is bent in an S shape, and a sheet end part is fixed by a fastening-installing tool, and an almost bottom opened inverted-V letter-shaped water area structure 1 is formed. A large number of water passing holes 3 are arranged in a side wall of the water area structure 1. An ore carrying waste belt composed of a steel wire and a rubber body is suitably used instead of using the thick sheet. When the water area structure 1 is filled in a slit caisson, a wave extinguishing effect can be obtained, and a function as a rockey fish gathering place under water can be possessed at the same time.
