PROBLEM TO BE SOLVED: To check the spread of fire with fire fighting operation by installing wall panel and floor panel provided with storage tanks to one side or both sides of structural plywood in a house. ;SOLUTION: Vinyl chloride water storage tanks 2 are provided to one side of structural plywood 1, and water inlets or drain outlets 3 are provided to up and down of each of the water storage tanks 2 to form wall panel A and floor panel. The wall panel A is fixed to a column and a girth with nails, and the floor panel is fixed to a ground sill with nails to connect water pouring pipes or drin pipes to the drain outlets 3. Then, when the plywood 1 and water storage tanks 2 are destroyed by fire, fire is extinguished with water in the water storage tanks 2, and when a water service pipe is cut off by earthquake, etc., water in the storage tanks is used as drinking water.
