PROBLEM TO BE SOLVED: To reduce a visually conspicuous error over an entire block in the case of encoding/decoding a moving image at a moving image encoder, moving image decoder and moving image encoder/decoder to be used suitably for compressing and transmitting moving image information. ;SOLUTION: At a predictive error signal generating means 1, an input image is divided into blocks composed of plural picture elements, difference from a predictive image generated from the input images in the past is operated for each block, and a predictive error signal is generated. Next, an amplitude modulating means 2 modulates the amplitude of each picture element in the predictive error signal with a prescribed modulation factor. Afterwards, a converting means 3 generates a conversion coefficient by performing conversion for removing the correlation of picture elements concerning the amplitude modulated predictive error signal. Then, a quantizing means 4 quantizes the generated conversion coefficient, and a communication path encoding means 5 allocates a code to the quantized conversion coefficient and outputs it.;COPYRIGHT: (C)1997,JPO
