PROBLEM TO BE SOLVED: To utilize the thermal energy of the low-quality heat flow so as to improve the full efficiency of a combustion engine by supplying the recovered heat of low quality to a first air supplying means so as to raise the temperature of the air to be supplied to a supercharger, and increasing the calorie, which can be recovered from the supplied air compressed by the supercharger. SOLUTION: A first air supplying means 3 for supplying the air to a supercharger 2b and a second air supplying means 4 for supplying the supercharged air from the supercharger 2b to a combustion engine 1 are provided. A heat recovering means for recovering the heat from a heat source means and a plant are provided. The heat recovering means supplies the heat of low quality, which is recovered from the heat source means, to the first air supplying means 3 so as to raise the temperature of the supplied air to the supercharger 2b. Transmitting means 6, 8, 9, 10 for increasing the capacity of heat, which can be recovered from the supplied air compressed by the supercharger 2b, are provided. Thermal energy for utilization inside of the heat flow of low quality is thereby utilized so as to improve the full efficiency of the combustion engine.
