The preferred embodiment of the present invention quadruples the output frequency of the pumping, Q-switch, and Nd: YAG lasers generating pulses outputting ultraviolet rays. The parameters of the output pulses are selected to be clean and simultaneously used to form drilling or light oil passages in a variety of materials such as metals, organic insulators and reinforcements having other heat absorption characteristics corresponding to ultraviolet radiation. These parameters include at least two of the following features, preferably all of the following features: An average power greater than 100 milliwatts measured on the beam spot region, an instantaneous pulse width less than 100 nanoseconds, a spot diameter less than 50 microns, and a repetition rate greater than 1 kHz.
