PROBLEM TO BE SOLVED: To provide a (meth)acrylic acid salt resin soln. which can form a highly water-absorbent resin layer hardly falling off from a substrate by abrasion, impact, etc., by partly neutralizing the carboxyl groups of a monomer component contg. (meth)acrylic acid and polymerizing the neutralized monomer component in the presence of polyvinyl alcohol. SOLUTION: 10-95% of the carboxyl groups of a monomer component contg. (meth)acrylic acid and other copolymerizable monomers (e.g. acrylamide) are neutralized with a basic compd. (e.g. KOH). The neutralized monomer component is mixed with 0.1-20 wt.% (based on the component) partly saponified polyvinyl alcohol having a degree of polymn. of 200-3,000. The resultant mixture in an amt. of 100 pts.wt. is subjected to polymn. in the presence of 50-400 pts.wt. water-soluble org. solvent and a polymn. initiator to give a soln. of a (meth) acrylic acid salt resin having a mol.wt. of 8,000-400,000. Then, a thermally reactive crosslinker (e g. a polyol polyglycidyl ether) in an amt. of 0.01-10 wt.% of the solid content of the soln. is added to it and is reacted with it to give a highly water-absorbent resin.
