A succeeding item part scale determining device 7 determines a scale SD of the variable axis or the settled value of the succeeding item part membership function in accordance with scales SV1 and SV2 and signals V1 and V2. A succeeding item part fundamental membership function generator 8 generates a fundamental membership function of the succeeding item part.
