A fastener (80) for use in a rotary pinning flap (10) for securing together at least two overlapping strap (16) portions. The fastener 80 includes an axis 90 extending through the apertures of the overlapped strap portions 16 and a head adjacent one end of the axis 90 and a resilient washer 94). The head of the fastener 80 forms a corner narrowing angle of about 90 degrees or more at the intersection of the bottom surface and the side surface of the head.
